Don't know how effective the quango will be but something needs to be done. At the moment the big supermarkets have their suppliers over a barrel. Just as one example, if a supermarket wants to do a two for one deal on any given product, they expect the supplier to take the hit. An enforeceable code of conduct could help small businesses and would only hit the corporate jackals that are the big four supermarkets.
