In as much as Huawei will be allowed a maximum 35% share of the market (to be scaled back in future), and no access to the core or sensitive parts of the infrastructure.
Needless to say some are peeved, and are citing the security risk.
It should be borne in mind that this decision was not taken lightly, and a large amount of time and effort has gone into checking the ramifications (eg relationship with the USA and security aspects).
Bear in mind the old adage, keep your friends close but your enemies closer.
Additionally, whilst there will be much public bluster from the USA, this will not harm the trade talks.
